German Emperor agree that independence of Korean Empire in 1902

I read Joong-ang Daily News yesterday. I saw recently discovered news that Kaiser (German Emperor) Wilhelm II wrote a letter to the Korean Emperor Kojong to support the Korean Empire's independence in 1902. It seems to be German Empire's containment of the British-Japanese Alliance, but its focus point is western power's support of independence for the Korean Empire. It is a unique example of the western power's agreement of Korean independence in Imperialism era.
